New to the US? The SSN / ITIN / Passport Decision Tree for Building Credit

Newcomers face a problem before credit even starts: your documents decide which products can accept you. Almost no comparison site filters by this. Here is the real tree — and the Nova Credit myth, verified.

The decision tree — start with what you hold

PASSPORT-ONLY (no SSN/ITIN yet): Zolve Classic is the only mainstream card — limit tied to your Zolve checking balance, no US history needed, reports from month 1. Amex-via-Nova requires SSN/ITIN to issue, so it is NOT available at this node. ITIN: Capital One Secured ($49), OpenSky (both variants), Self, Zolve, Indigo, Varo all accept ITIN. Petal 2 and Discover do NOT. SSN: everything opens, plus Petal 2 (cash-flow underwriting, no deposit, no fee) — the strongest $0-deposit option on the tree.

The Nova Credit myth — verified

Press releases say otherwise, but the Nova Credit tracker (verified 2026) shows only two live pathways: Chase (fresh history from Canada/UK) and Amex (12 countries). Petal, Zolve, OpenSky, and Self do NOT use Nova — they build from scratch and say so on their own help pages. This matters because applicants waste months waiting for a "transfer" that will never happen. Foreign history starts at zero everywhere else — which is fine, because the 6-month FICO floor applies to everyone anyway.

Getting an ITIN — the paperwork reality

ITIN = Individual Taxpayer Identification Number from the IRS (form W-7), typically processed with a tax return. Proof arrives as the CP 565 letter — that letter plus your passport (or Matricula Consular) plus proof of address (utility bill; PO Boxes rejected) is what issuers ask for. Processing takes 6-10 weeks, so start before you need credit. Some issuers accept ITIN applications in-branch with original documents via IRS Certifying Acceptance Agents.

The credit-union route most guides skip

Junto Avanzamos credit unions (a network of ~500) specialize in serving ITIN holders — Spanish-language service, flexible ID requirements, PAL loans ($200-2,000 at capped APR), and CD-secured builder loans. If you live near one, it is often the friendliest on-ramp in the country. Find them via the network map on the credit-union association site.

Regulatory watch — why this page carries dates

Since June 2026, regulators have asked banks for tighter ITIN customer verification — expect product terms to shift. Our issuer policy tracker carries dated verification per issuer precisely because this segment changes silently. If a row there is older than 90 days, verify at the issuer before applying.

The sequence that works

Passport-only: Zolve now + SSN/ITIN when available — Zolve history counts the same as any card’s. ITIN: CapOne Secured or OpenSky + Self for mix + Boost (works with an ITIN-linked bank). SSN: Petal 2 or Chime (no deposit) + rent reporting (BoomPay works with any US bank account). In every branch: the 6-month FICO floor is identical to everyone else’s — newcomers who start month 1 arrive at month 6 with a score, while those who wait for "clarity" start their clock late.

Frequently asked questions

Can I build credit without an SSN?
Yes — Zolve (passport/visa) and ITIN products all report to US bureaus from month 1.
Does my foreign credit history transfer?
Only via live Nova pathways (Chase: Canada/UK; Amex: 12 countries). Everything else starts fresh.
What is an ITIN and how do I get one?
IRS form W-7, processed with a tax return; the CP 565 letter is your proof. 6-10 weeks.
Do all issuers accept ITIN?
No — Discover and Petal 2 do not. CapOne, OpenSky, Self, Zolve, Indigo, and Varo do.
Is asking my immigration status legal?
We never ask status — only which documents you hold, because issuers require specific ones. That is product matching, not screening.
